Queen Anne’s County Employees Recognized by Academy for Excellence in Local Governance
Queen Anne’s County Government is proud to recognize three employees who recently graduated from the Academy for Excellence in Local Governance at the University of Maryland, along with a county employee who was recognized as an Academy Torchbearer.
The 2026 graduation ceremony was held Sunday, September 27, at the Memorial Chapel on the University of Maryland College Park campus. A total of 124 county and municipal officials from across Maryland were recognized for completing the program.
Queen Anne’s County’s 2026 Academy graduates are:
- Amy G. Moredock, Director of Planning and Zoning
- Dwayne Embert, Risk Manager
- April Plummer, Marketing Administrator
In addition, Beth Malasky, Public Information Manager, was recognized as an Academy Torchbearer for her continued professional development and involvement following her graduation from the Academy.
The Academy for Excellence in Local Governance is a professional development program designed to strengthen the knowledge and leadership skills of Maryland’s local government officials and employees. Participants complete a combination of core and elective courses focused on leadership and best practices in local governance.
The program provides participants with a stronger understanding of how local government functions, promotes high ethical standards in public service and helps develop the knowledge needed for informed decision-making and effective governance.
The Academy is a collaborative effort involving the University of Maryland School of Public Policy, the Maryland Association of Counties (MACo), the Maryland Municipal League (MML) and the Local Government Insurance Trust (LGIT).
Following graduation, Academy Fellows may continue their professional development and earn recognition as Torchbearers. Participants can meet the ongoing requirements through graduate-level Academy courses, repeating core workshops, mentoring others in local government, or serving on boards and committees.
Queen Anne’s County congratulates Moredock, Embert and Plummer on completing the Academy and Malasky on achieving Torchbearer recognition. Their commitment to continued learning strengthens the county’s ability to serve residents effectively and supports professional excellence throughout Queen Anne’s County Government.
